The mine

A machine digs only while it is standing on a floor with fuel bonded against it. Put it somewhere, buy the shifts it works, and come back for the ore. Every number here is read from the chain, including the ones that are inconvenient.

What fuel costs. Each shift is priced so the fuel everyone burns is worth about of what that shift pays out, so the mine gets back roughly the fuel it burns. Busier mine, smaller slice each, both sides in step. You bond fuel up front and only what the work costs is burned; the rest comes back when you claim. The rules go through it properly.

What merging does. Two machines of the same tier go in and one comes out: the lower number survives and keeps its traits, the higher one is burned and gone for good. In exchange it digs 30% more ore for 10% more fuel, so every token you burn pulls 18% more, and it compounds at each tier. You are trading a machine, and the spread of bets it gave you, for a better one. The table for all five tiers is in the rules.
